    FG Orders Telcos to Bar Calls on Lines without NIN-SIM Linkage

    The federal government has ordered telecommunication companies in the country to bar outgoing calls on any line without its National Identification Number, NIN, linked to Subscriber Identification Module, SIM (NIN-SIM linkage).

    The order takes effect from today, April 4, 2022.

    The order is contained in a statement issued by the Director, Public Affairs, Nigerian Communications Commission, NCC, Dr. Ikechukwu Adinde, and the Head Corporate Communications, NIMC, Mr. Kayode Adegoke, on Monday.

    This is as the government commended Nigerians and legal residents in the country for the support and compliance.

    The government however pointed out that “Subscribers of such lines (not linked) are hereby advised to link their SIMs to their NINs before the Telcos can lift the restriction on their lines.

    “Affected individuals are hereby advised to register for their NINs at designated centers and thereafter link the NINs to their SIMs through the channels provided by NIMC and the Telcos, including the NIMC mobile App.”

    The government revealed that “as of date, over 125 million SIMs have had their NINs submitted for immediate linkage, verification and authentication. Similarly, the National Identity Management Commission (NIMC) has issued over 78 million unique NINs till date.”

    The statement reads in full:

    “NIN-SIM Linkage: Federal Government Commends Compliance and Directs Telcos to Bar Outgoing Calls on Unlinked Lines from 4th April, 2022.

    “On behalf of the Federal Government, the Honourable Minister of Communications and Digital Economy, Professor Isa Ali Ibrahim Pantami, has commended Nigerians and Legal Residents for their support during the exercise to link National Identification Number (NIN) to the Subscriber Identification Module (SIM). As of date, over 125 Million SIMs have had their NINs submitted for immediate linkage, verification and authentication. Similarly, the National Identity Management Commission (NIMC) has issued over 78 Million unique NINs till date.

    “It would be recalled that President Muhammadu Buhari, GCFR, gave the directive for the implementation and commencement of the exercise in December 2020, as part of the administration’s security and social policies. The deadlines for the NIN-SIM linkage has been extended on multiple occasions to allow Nigerians to freely comply with the Policy. The FG also took into consideration the passionate appeals by several bodies – Association of Licensed Telecoms Operators of Nigeria (ALTON), Civil Societies, Professional Bodies and a host of others – for the extension of the deadlines in the past.

    “Accordingly, Mr. President graciously approved the many requests to extend deadlines for the NIN-SIM linkage. At this point however, Government has determined that the NIN-SIM Policy implementation can proceed, as machinery has already been put in place to ensure compliance by citizens and legal residents. The implementation impacts on Government’s strategic planning, particularly in the areas of security and socio-economic projections.

    “President Muhammadu Buhari has approved the implementation of the Policy with effect from the 4th of April, 2022. Consequently, the Federal Government has directed all Telcos to strictly enforce the Policy on all SIMs issued (existing and new) in Nigeria. Outgoing calls will subsequently be barred for telephone lines that have not complied with the NIN-SIM linkage Policy from the 4th  of April, 2022. Subscribers of such lines are hereby advised to link their SIMs to their NINs before the Telcos can lift the restriction on their lines. Affected individuals are hereby advised to register for their NINs at designated centers and thereafter link the NINs to their SIMs through the channels provided by NIMC and the Telcos, including the NIMC mobile App.

    “Professor Pantami specially appreciates President Muhammadu Buhari (GCFR) for his tremendous support.  He also commends the Executive Vice-Chairman of the Nigerian Communications Commission (NCC), Prof. Umar Garba Dambatta, the Director-General/Chief Executive Officer of the National Identity Management Commission (NIMC), Engr. Aliyu Azeez Abubakar along with their Management and Staff, as well as other notable bodies whose efforts have seen to the monumental success of the exercise. The Minister also extends his thanks to the telecommunication operators for their support towards the success recorded.

    “The Honourable Minister also emphasised that enrolment for the NIN is a continuous exercise and NIN is a precondition for service in Telcos, banks, Nigerian Immigration Service, and for several other government services. He also encouraged Nigerians and legal residents to visit NIN registration centers for the enrolment and issuance of valid NINs.”

    Lagos Blue, Red Rail Lines Ready by Dec 2022 –LAMATA

    The Lagos Metropolitan Area Transport Authority, LAMATA, has said that Lagos Blue and Red rail lines will be operational by December 2022.

    The General Manager of the agency, Mrs Abimbola Akinajo, made the disclosure during a visit by the officials of the Office of Transformation, Creativity and Innovation, (Office of Head of Service) on Wednesday, in Lagos.

    Akinajo said that LAMATA was working assiduously to ensure the delivery of the rail lines to passenger operation by December 2022.

    She said: “These two lines will change the transport landscape of Lagos when operational. We have a transport master plan which speaks to the vision of Governor Babajide Sanwo-Olu on transportation.

    “We have six rail lines and one monorail, 14 Bus Rapid Transit (BRT) corridors, over 20 water routes and we are sure that when all of these are properly harnessed, Lagos will join the league of cities with an efficient transport system.

    “We have advertised four other rail lines for the private sector to invest. We are working on the private sector so they could bring in about 1,500 high capacity buses by 2022.

    “We would be launching our First Mile Last Mile scheme very soon. We are working on the construction of two interchanges at Mile 2 and CMS. We want to ensure that Lagosians travel in comfort.”

    The general manager affirmed that it was working toward “a connected Lagos” with the various transport projects implemented through it by the state government.

    She explained that the vision of an intermodal integrated transport system was meant to create choices for the Lagos commuters without stress.

    Akinajo said LAMATA had opened up 57 routes for operators which included the two main transport unions, the National Union of Road Transport Workers and the Road Transport Employers Association of Nigeria.

    She noted that they were currently operating on the Oshodi – Abule Egba BRT corridor and other standard bus routes.

    However, Akinajo told the officials that LAMATA needed to increase its manpower as the transport networks unfolded and an office complex to accommodate its staff.

    The Lead Consultant, Mr Abdurrahman Lekki, described LAMATA as a transport agency pivotal to the Traffic Management and Transportation; Health and Environment; Education and Technology (THEMES) agenda of the state Governor, Babajide Sanwo-Olu.

    Lekki advised the agency to ensure that a broad spectrum of stakeholders in the transport sector was carried along to guarantee success of government plans.
